The fast growth of Information and Communication Technology (ICT) has changed educational practices all over the world, including the field of foreign language learning. Many studies have looked at the use of ICT in language education. However, there is little knowledge about how non-English-major students, especially first-year students. To help fill this gap, this study looks at the perceptions of firstyear non-English-major students at a large public university in Hanoi related to the use of ICT in English language learning. A mixed-methods approach was used. Quantitative data were collected through a survey administered to 245 first year students at different disciplines and qualitative insights through semi-structured interviews conducted with 13 participants. The survey assessed students' beliefs about ICT educational worth and their self-confidence of ICT training significance. The interviews delivered information about student ICT motivation. SPSS version 26 was used to perform descriptive statistics and reliability testing through Cronbach’s Alpha while thematic analysis of interview data was conducted. The research identifíed three primary barriers which students faced including their limited digital competencies, unstable internet connections and complex ICT system functionality. This study reveals key factors including positive student attitudes, mobile phone accessibility, digital skill gaps, infrastructure limitations, and training needs which support or hinder effective ICT implementation for teaching English to non-Englishmajor students. The study shows that even though the students already see ICT as interesting and helpful, regular support through training and the right setup from institutions is needed to get all its benefits. These results matter for teachers, leaders, and rule-makers when planning ways of teaching with ICT that meet the different needs of students.
